Educational Qualifications Required

For Senior Capacity Building Consultant: Candidates must possess a Master's degree in any discipline from a recognized university. The educational qualification should be from an institution recognized by the University Grants Commission (UGC) or equivalent regulatory body.

For Capacity Building Consultant: A Master's degree in any discipline from a recognized university is mandatory. Candidates with postgraduate degrees in Social Sciences, Rural Development, Public Administration, Economics, Political Science, or related fields are particularly suitable for these positions.

Experience Requirements

For Senior Capacity Building Consultant (Essential): Candidates must have at least nine years of first-hand combined experience working at District, State, or National level on issues related to Panchayat Governance, implementation of Rural Development programs, Decentralised Planning, and Capacity Building & Training of Panchayats covering various aspects of Panchayats, Rural Development, and social inclusion of women, children, and backward sections in rural areas.

Desirable Experience for Senior Consultants: Preference will be given to candidates having extensive fieldwork experience in implementing Capacity Building & Training programs under RGSA, work experience in localization of SDGs and preparation of LSDG-focused thematic GPDP, BPDP & DPDP, and expertise in developing training materials and conducting Training of Trainers (ToT) programs.

For Capacity Building Consultant (Essential): Minimum seven years of first-hand combined experience at District, State, or National level working on Panchayat Governance, Rural Development program implementation, Decentralised Planning, Capacity Building & Training covering all or most aspects of Panchayats including development of women, children, and backward sections in rural areas.

Desirable Experience for Consultants: Candidates with experience in RGSA implementation, SDG localization, development of training materials, and conducting training programs will be given preference during selection.
